Seeking exile in rio ?

Hi, i have always known that for some reason, wanted criminals can move to rio de janero and this makes them 'untouchable' i just dont know why.


Can somebody please give me a brief explanation to help me understand better.

Well it can only be that there is no extradition treaty with Brazil.
Brazil is a vast country , there are parts where it is possible to disappear. After the war some top germans went to south america (joseph mengeles?) to escape the allies . They must have had connections. Much of south america is seen as third world and therefore the rule of law may be slightly harder to enforce
