I would doubt all cities had a street named High Street. I'm prepared to be proven wrong, but it would seem a strange legal obligation.
Sheffield has a High Street but its Town Hall is on Surrey Street.

Norwich has a Town Hall but no High Street.

Brighton has a High Street but its Town Hall isn't there.

Birmingham Council House is in Victoria Square. High Street is about 180mtrs long and full of shops.

I would think it is just coincidence.

A main street would often be called the High Street, and as a matter of course, official buildings would be built on or around it, but I don't think it is compulsory.

It's a similar myth to the idea that all cities must have a cathedral - most do, but the Royal Charter decrees City status, not a cathedral.
We don't have a Town Hall. What is the definition of a Town Hall?
Surely it would be a 'city hall'....?
