swarfiga (not sure if thats how u spell it) its green goo but is absolutely brilliant to get all sorts of stuff off of hands and doesn't irritate or dry out hands plus its quite cheap to buy

Wear gardening gloves.
Prevention is better than cure.

a few years ago someone gave me a bar of gardener's soap which worked wonders but i don't know if it is still available try a garden centre
Any decent washing up liquid should do the trick...i often mix mine with granulated sugar to make a poor mans swafega

If she doesn't want to wear gloves, my tip is for her to run her fingernails over a bar of soap before she hits the garden. This will keep her nails clean.
A good scrub for hands is to mix olive oil with sugar.

In addition to all of the above it is also helpful to apply Barrier Cream to the hands
