probably reacting with something that its been painted over i.e. old paint, grease on walls, paint stripper etc
could be because the room you painted it in was too cold or possibly because the paint was old.

Did you paint over gloss paint? Emulsion paint does not adhere properly to gloss paint, so this could be the reason.
