VAT on property development

I am converting a Victorian house into flats; I have planning permission, building control approval on plans etc.

What's the position regarding VAT charged by tradespeople? I know I can reclaim the VAT on building supplies because conversions are zero-rated, and that I can't reclaim VAT for professional services (architects, estate agents, lawyers) that don't involve work on the fabric of the building. What about my electrician and plumber? Why should I pay VAT to them for the conversion work?
