Faulty light fitting?

In the communal hallway of our flats, I recently changed the starter in the light fitting after the light stopped working and I found that part of the plastic coating on the starter had melted. After putting the new one in, I noticed that during its off times the light constantly sounded like it was trying to start, intermittently making the 'click-click-click' sound you hear just when the light is switched on. As a precaution, I've taken the starter out and not used the light. What could be causing this, and do I need a new fitting?

I'd have thought so. All that heat generated made me wonder if you have arcing inside the fitting. But if may be cheaper to replace than get an expert in to check. If you are into DIY check out the fitting, ensure all the connections are screwed up tight and as they should be.
You're sure that the starter is being energised when the power is off?

Builder, I'm not sure, but as I said during off times the fitting certainly is making the dink-dink-dink noise it makes when being switched on.

Sorry I can't help, but there are some proper electricians on here. I just hope one of them will see this.
If its trying to start when its not switched on then it may be an emergency fitting...often fitted in communal areas..call maintenance ..thats what you pay the fees for :-D
Emergency lighting............... I didn't think of that .............. you see, Backdrifter, that's why we need proper electricians :o)

Thanks guys, it's not an emergency light. A resident who's an electrician said the starter is picking up some voltage from the earth, but not enough to fire off, hence the sounds of it trying to start. We've kept it disconnected and he's going to repair it.
