Rewiring

How often do you need to rewire your electrics in the house? This house was done in 1990 when we moved in, is it still OK?

When you switch on an appliance you are using electricity that is already waiting in your cables so how do you find out how much electricity is left there before you use it all up & have to buy brand new filled cables ?
