Artex can be skimmed over depending on a couple of factors, firstly the artex should be sound and not bubbling or flaking and secondly the thickness of the patern in the artex should not be too proud, so any knobbly bits should be removed with a good scraper, then the artex should be unibonded prior to the skimming

Hi,
Apparantly you should remove artex with a wallpaper stripper, the hot steam type. there are also plasteres round here that advertise that they can plaster over artexed walls, which is o.k as long as the finish doesn't protrude out too far.
Be careful! Some old artex coatings contain asbestos.

PVA CEILING FIRST APPLY A PLASTER COAT OF CARLITE BONDING, LEAVE OVERNIGHT THEN SKIM...A PERFECT JOB.
