Hi, we plan to relay a lawn... what is the best way to take up what is there? Is it a rotavator? Anyone recommend anything? Thanks

Would it hurt to put diluted Jeyes Fluid on my lawn,its about the only thing that seems to stop cats pooing on my lawn,but if I do it regularly would it do any damage. Thanks for any advice.
