There are some beautiful variegated ivies available - fast-growing, thick and evergreen. Easy to cut back and you can use clippings to decorate the house at christmas, or donate to a local florist!

A Passion Flower (not expensive) would thrive on a fence and grows prolific, and is also an evergreen. Also it has amazing flowers and occasionally fruit.

How about weaving a repeat flowering climbing, or rambling rose through the ivy?

Pyracantha or Firethorn makes a lovely screen with white hawthorn like flowers in the spring and berries in the autumn. It is evergreen and hardy and a fairly fast grower. and also has nice thorns so people can't climb it. Keep it trimmed and it thickens up nicely. It also won't rely on your fence for support which can be an advantage.
