CCTV camera maybe, or even a fake camera. and put a sign up stating that people are being filmed, that will most likely encourage people to pick up after their dogs.
Is there really a market for films of people lifting dog truds? :-P
Try spraying a mist of neat bleach about the place for a while. The dogs may learn to avoid the area.
Chilli powder/ garlic .
There are sprays to deter dogs and cats - saw them today in Nickle'n'Dime
lemon scented bleach squirted over & up gate posts; de-scents male territorial markings.
Pick the Dog Muck up,then follow them home
and dump it on their doorstep!!
There are several repellents on the market to combat this nasty problem.
Here's some you may want to consider: 'Get Off' green crystals sprinkle in the problem area.
'Shaws Repel' spray
Also, solar powered deterrents that may be worth a look, all available online or pet superstores.

Thanks for your ideas, however I won't buying a camera, most dog owners pick-up, I am looking for something to deter their dog from pooing there in the first place. Therefore I will try the bleach idea or even jeyes Fluid should perhaps work.thank you for your ideas.
You can buy a spray repellent in the pound shops. Bought my last one in Poundland. But have seen them in 99p shop & Poundworld.
