A tree root has gone underneath my neighbour's drive and cracked it. The root has now been severed on my side of the boundary. Who should pay for the damaged driveway?

I would ask your insurance company about this.
His insurance but it is your tree so the honourable thing to do would be to pay or at least part pay yourself.
