ugly carport

a nieghbour has put up an awful ugly carport at the front of the house, should he have got planing permission? since it is made of short planks and plastic i'm sure he would have been turned down as it looks like the start of a shanty town.
( i asked this before but stupidly erased the answer by mistake)
