The US NAVY starts the day a 0000 hours so why not the US Army?

I don't know whether it is still the case but the National Rail day used to start at 0230 for some purposes and at 0430 for others.
I don't know but I've been told
It all goes back to days of old
Sailors use the stars at night
Soldiers wait for early light
