To get lovely tender lamb a slow cooker is great.

Otherwise I find cooking with a fair amount of liquid helps, score the meat so that the juices can sink in and turn while cooking so that it soaks in all over.

You can add flavouring to the juice as well such as seasoning, herbs, garlic etc...
serious answer, very slowly
If you're cooking steaks, wouldn't you just do the same as with a beef steak (fry for a just a few minutes so they're pink inside)? I've done this with lamb chops (then add marsala and cover).
Quickly, on a very hot griddle having smeared them with olive oil and garlic and rosemary mashed to a paste. Absolutely no point in cooking expensive lamb steaks slowly so they end up a uniform grey all the way through - they should still be pink in the middle like a decent beef steak.
Perfect answer from Figi.

jena i will go with your recipe I think. I want them cooked so they are tender not raw. I cant see any point eating lovely lamb steaks raw,all chewy urgh what a put off, thanks for your imput figi but pointless really.
They will be tender with my method and they will not be raw! It's over-cooking of good meat that makes it tough and chewy.
Another vote for Figi. Steaks are not very thick and will cook quickly on a griddle. If you don't have a griddle pan or find it too smokey you can use a frying pan (although lamb works particularly well on the griddle).

The meat should be pinkish inside ideally. This will ensure that it's juicy and tender - it's certainly not raw. Slow cooking is great for tougher cuts of meat. I think it would be a waste of good meat to do it this way.
best in the slow cooker i did some the other day and the lamb melted in my mouth it was gorgeous!! xx
I wonder if the question author does fillet steak in the slow cooker.
