What is the name of the icing that sets hard but is soft on the inside that you get on iced buns etc? Also, do you have a recipe?

icing on finger buns that you see in the shops is called glace icing
icing that is hard and you see on wedding cakes is royal icing
icing that you see on butterfly cakes is called butter icing
If you want ordinary glace icing, you put icing sugar in a bowl and add water to it drop by drop and keep mixing it. Thats all.

I was taught that the name for that topping was "water icing".
