There might well be several possible answers. As an analogy, there are plenty of pubs which claim to be the smallest in the country. One pub might base its claim on the total 'footprint' area of the entire pub, while another might use the area of the public bar. Other pubs use different criteria.
Similarly, one Little Chef might claim to be the smallest based upon the total area occupied by the building. Another might claim to be smallest based upon the total area of the public areas. A third might use the number of staff to justify its claim, while a fourth might cite the number of 'covers'.
