It has to be two seperate parties in my mind. A lunch picnic party for the baby with a couple of friends and the grandparents/close relatives. Then a babysitter that evening while you all do something a little more suitable for a nine year old. Like pizza and bowling/cinema or if at home then a few friends round for food and dancing.

That's not going to work (and I don't think it is fair on either). As Maidup has said, it will have to be separate parties.

yeah something like that will be done maidup if nothing else can be thought of...theres a place nearby that has stuff for little uns like ball pool/play area and stuff for older kids like bowling and games and everyone could have a lovely day together but the little ones would need taking home early so the older ones could have fun and quite a few of them will have older brothers or sisters there and that doesnt seem fair either

I wouldn't bother having a party for a 1 year old. He's not going to appreciate or remember it.

Rent the local swimming pool for an hour. (Assuming it has a baby-pool) Changing time before and after is not charged extra. I used to do this for my three boys. It was not expensive. We got the services of the life guard, and were allowed to invite 150 people, which meant that each guest's whole family could come, and look after their own children.
For party food you only need a huge cake, a sack of crisps and a barrel of cola |

It is definitely going to be a little difficult with such an age gap, however, try searching http://www.birthdayparty4u.co.uk/ for birthday party ideas.

I'm with Ummm - I would just throw the party for the 9yr old, invite her friends and your family and have two seperate cakes
