My dads been offered $70,000USD for 5,000 shares in MTCH, can I assume this is a ridiculous scam?

Especially in light of the restriction which has to be lifted in order to sell the shares, something in the region of $3,000USD.

The company he was first contacted by was called First Financial Management located at this shoddy website http://www.firstfinancialmgmt.com/

Then he was contacted by Capital Transfer Consolidated, located at this equally if not more shoddy website www.capitalconsolidated.com/ (the company which will lift the restriction on the shares)

I checked all the available sources I can and it seems the price of each share is somewhere in the region of $0.0011.

Thanks for your help
