Shell Settlement Agreement

As a former owner of some shares in Shell, I've recently received a document (in Dutch and English) describing a Settlement Agreement which "provides for settlement relief in connection with the reserve recategorizations announced by Shell, effective from January 2004". A court case is taking place in Amsterdam on 20 November 2008 to "hear the petition to declare the Settlement Agreement". If the court declares the agreement binding then US$ 12.5 million will be distributed equally among shareholders who submit a Recognized Claim. Even larger sums are mentioned in connection with the US Securities and Exchange Commission. What is this all about? Should I submit a claim? How much can I expect to receive?
