Are there any organisations who are allowed to access your bank account details without your permission?

yes, the police can. the Local Authority fraud and DWP fraud can if appropriate.

I would think approximately 20.............why?
I would imagine that Her Majestys Revenue and Customs can.
If you claim means-tested benefits the department paying out the money may check your account to make sure you're not cheating them.
you give out that information every time you write a cheque so it isn't really a secret!

The answer to your question is, unfortunately, yes. I don't agree with it but our rights as subjects (no, we are NOT citizens) in Britain, are being eroded every day.
