What is the difference between Operation Research and Business Intelligence & Analytics? Is there any need to obtain certifiate or degree in both? Can Operation Research graduate be employ in place or lieu of Business Intelligence & Analytics graduate? Which of the programming language is apply in them: C/C++ & Java programming?

I did quite a bit of OR at university as part of a Maths degree. I'm not aware of what a Business Intelligence and Analytics degree course covers. Do you have a link?

Business Intelligence & Analyst is offer at Master level at the Universite of Westminister, United Kingdom. You can google search to get the details about the course. From my little search it has to do the tools that management of organiozations use to make their day to day decisions in order to achieve optimum result or output. The followings are the tools:
Statistical model Probabilistic model; Progamming, economics & law, etc.

I can't really help with your question other than to say that to do a Masters in BI&A I'd expect you to need a BSc first, and I would have thought any maths based degree would suffice- an OR degree may be too specialised
