It is when someone endorses a product who would be considered a relevent person to do so.
Or maybe when someone signs the back of your photo for a passport.
Not sure what it is in the business world

i have a form to fill in an part of it has to be filled in by my employer which says offical stamp here if no stamp available we will accept a signed endorsement on company paper help

Just a signed letter from employer confirming you work there, I expect.
