Spare Skin After Losing Weight

My Daughter-in-law is worried that when she has lost weight she will have a lot of spare skin hanging around (like on embarrassing bodies) and since she needs to get from size 28 to size 16 I think she could have, so what we need to know is , can the opp for that be done on the NHS or has it got to be a private job.

Is she losing weight for medical ie prescribed reasons?
How long does she intend to lose the weight over, if the question is not too personal?

she has been over weight since early teens, but has become aware of the health risks recently with so much about obesity on tv, I think she would like to lose weight fairly quickly (before the little son goes to school) so about two years overall, also she was tormented as a youngster as her mum was huge.
