My friend's son can't take any dairy products, as well as having other allergies. There are only a couple of restaurants in the town who will ensure no dairy for him - meat with tomato-based sauce etc. Plain food without dressing often seems to be the order of the day - he can take oils so oil-based dressings are OK.
Lactose intolerance is often combined with gluten intolerance too.

It could be worse.

I know a guy who is intolerant to all seafood. A single drop of fish oil in a meal will make him very ill. He gave up eating out entirely because no chef could ever seem to grasp how important it was to not cross contaminate dishes with the one he was having.

I dont have lactose intollerence, I am allergic to milk! It's the same as your friends seafood allergy, anything with milk products in makes my lips and tounge swell and I go into anaphylactic shock!
