significant Mortality Rate

What does Significant Mortality Rate mean? Obviously I know what mortality is but its the word 'significant' that confuses me.
Is it a good rate or bad?

Thanks in advance.

bad
A number of deaths some jumped up 'authority' has deemed important enough to log (IMO).
..as if a lower amount would be considered "insignificant" ...pfft.
