Is it OK to use the ointment on broken skin?

yes, as long as the broken skin isn't associated with things like cold sores, athlete's foot, ringworm etc.
When you buy, ask for the cheapest generic 1% hydrocortisone cream...otherwise you'll be hit with the high-profit branded stuff!
