What exectly is this, on google it goes to borderline personality disorder are they the same?

The website of the charity MIND says that 'emotionally unstable personality disorder' and 'borderline personality disorder' are, indeed, one and the same thing:

I suppose the answer lies in the context. Usually people use the phrase to describe someone prone to noticebale mood swings, especially ones that affect their reliability or performance in work or social situations.
It also gets used as a put-down.
I'm not sure it's a clinical definition though.

The pyciatrist that said i have it was vauge. Ive been reading on the internet that they are reluctant to diagnose it
