How do those who share rentals but not registered for council tax get voting cards?

They should have already registered (it's naff all to do with council tax).

Its individual registration that counts...nothing whatsoever to do with the Council Tax !

of course renters are registered on the elctoral roll (if they want to be) when you move somewhere you register!
