1970's - 1980's cartoons

I am trying to remember the name of a cartoon I use to watch as a child. The only thing I can remember about it was it has little characters that looked similar to Star Wars white storm troopers and there were two main characters. One was above the other and would always finish the show of by reminding the other... "and always remember, you are the lowest of the low." Can anyone help me remember this cartoon animation?
