Are you sure that's the correct title? By law, a copy of every book published in this country must be placed in the British Library. Their catalogue has no listing for the title you give.
However, searching a bit deeper shows that a book entitled In a Devonshire Carrier’s Van. Tales told in the Devon dialect. (Reprinted from “The Illustrated Western Weekly News.”), by 'Jan Stewer' (a pseudonym of Albert John Coles), was published in 1912.
