Off the "shelf" ? I'd not know but suspect unlikely. The market would be small, the offered range tiny, it's a bespoke request and easier to convert a normal door. But good luck with your search.
I very much doubt it, as OG says it would be totally impractical. It is fairly simple to fit one yourself.
Agree with OG. Whoever installs your door should have the skill and tools to insert a cat flap.
I looked for the very same thing a couple of years ago when we had new front and back doors fitted. There was nothing "off the shelf". But I asked the local joinery to install a cat-flap in the wooden (back) door. They were happy to do that, as long as I bought the door from them, and bought the cat flap and gave it to them to install. Maybe if you try a local joinery you could find a door you like, and they would install the cat flap for you.
There are a variety of Storm Doors with pet doors installed into them. These can be a good option if you aren’t wanting to cut a hole into your regular swinging door. Or if you have glass or French doors where you are unable to cut a hole for a pet door.

If so cat-flaps cheap to buy and install in normal doors.
