My dog keeps urinating indoors

I have rehomed a six year old lasa apso she is very easy the one problem is she wees inside every other day the first time I called her and she came and scolded her she knew what she did was wrong and skulked off she still keeps doing it even though just 5 minutes before I have put her in the garden and encouraged her to go or taken her for a walk ?

Sounds like a mixture of just insecureity and unsettled jus stick in there and reward her wen she good and maybe introduce a puppy training pad this may encourage her to use that and once she has mastered that slowly take it away and keep rewarding her other than that I don't have a clue
