Strange bee/wasp like insect on water reed

Saw something crawl out of water onto reed. At first I thought it was a damsel fly larva - but it looked more like a wasp/bee with a narrow waist. It seemed to have very small underdeveloped wings. The thorax split but what emerged looked like a bee. Any ideas?
