What's on the base of my dogs tail?

Please help me if you can.
My dog has raised, small brown spots at the base of his tail.
He is losing fur around the tail too.
What's going on?

Hi it could be a condition called Stud tail, dogs have glands either side of the tail and they can become enlarged [and also a little bald]

The dog is female and the spots are about the size of a pin head, almost scab like.
We gave her a flea and tick bath and there is no difference.
She is 3-4 years old, a shelter dog. Part chiwowa and part terrier.

It sounds like flea bites that she is slightly allergic to. Although you have bathed your dog most fleas are in the house - 10 to each 1 on the dog! Unless you treat the house she will keep getting bitten. Try a 'spot on' or spray flea treatment for the dog at the same time as treating the house, washing the dog's bedding & thoroughly vacuuming all your soft furnishings & carpets.
If she is still being affected after you have completed all that then I'm afraid you'll need to take her to the vet.
