How is it that designers of adverts can electronically manipulate images of clouds, bubbles and the froth in coffee and the like? Are they cut and pasted from video or stills and animated, or how do they do it?

There is a new advert out, pretty good CGI, where a silver convertable is surfing the waves, I would like the name of the song used for its tracking???
Kinda sounds old school and soul(ish) I think.
