Well i wondered to and had a search on google people thought it was Joe Mantegna (who also does Fat Tony on The Simpsons) or Joe Pesci
but it is actually Greg Marston i found it here

I emailed them to ask as this q has com up on so many sites.
This is the reply I received today:

Thank you for your enquiry. The voice over for Vinnie is by someone called Paul Christie.
