Apparently it's not possible to access the story below from the UK as it's not funded by the license fee.

Why would they block access?

I'm happy to view the page with the same adverts as the rest of the world if needs be.

I don't see how paying a license fee should stop me from accessing content that people that don't pay a license fee can access!

Update. It is now possible to access that link!
The BBC has had website problems today and the last day or two- you often get a cutdown home page
I'm in the UK and I can see it.
Most of today limited content due to technical probs
BBC been out of order all day.

The BBC in only allowed to broadcast, to the UK, material funded by the licence fee.
Much of the BBC's overseas output, including BBC World, is funded commercially, hence not available here.
Though that may not explain your problem of course.
BBC still has problems with some of its video content, as witnesses on the BBC News website this morning.
I haven't been able to use iplayer all weekend.
