I assume they have posted because most of the posts in chatterbank are people insulting and b1tching with each other like schoolgirls.

I wouldn't mind but their drivel keeps coming up on the "recent posts" and is spoiling the site.

Yes, I think Jenna is just pointing out to the Ed that she might find the rules useful to know, as it is pretty obvious they are not being adhered to by the users! Jenna is just being sarcastic to the Ed, hence she might be banned and have to come back as a greenie.
